IMO, it is timely for the CS Bill to come out. CSA need to be entrusted with the power to enforce the bill. CS providers need to be registered or else any Tom, Dick or Harry can claim to be a CS expert.

I have seen one case of a vendor who failed to deliver on promised service. He had used a VM to load trial software. Set the system date to the activation date of the trial license so that it doesn't expire. Of course, in doing so, the signatures are not updated. He then uses this VM with trial software to conduct whatever pen test and VA.

wah that veqndor is a risk taker. they must havedone it many times.very not ethical.
