Yes, he is right.
I don't think you can stop them. You only can contain them.
Question is: Do we have the know how to contain them? Or are the agency think they are ahead of the game? Time will tell I guess.

We are dealing with a new breed of hacker species, they are smart, flexible and invisible. Hidden within the web technologies and several layers of security blanket, it takes researchers years to even uncover some deep flaws within systems so i guess it's still a long way to go.
